How to Check Criminal History in Forest County
Begin with the record that answers the immediate question. The Unified Judicial System of Pennsylvania Web Portal is free and shows public Forest County case dockets. Search both Court of Common Pleas and Magisterial District Court records. The first level holds felony and misdemeanor prosecutions after transfer, summary appeals, and criminal miscellaneous files. The district court level starts complaints, preliminary proceedings, traffic matters, and summaries. A missing result at one level does not rule out a file at the other.
Bring a full name, spelling variants, an approximate filing date, and any date of birth, OTN, docket, citation, or police complaint number already known. Compare more than a name. Age, middle name, arresting agency, case sequence, and tracking numbers help separate people with similar identities. Then ask the office that created the desired record for its version.
- Search Forest County at both public court levels and narrow the docket type and date range.
- Open the docket PDF, match identifiers, and read each charge's disposition.
- Call the Clerk of Courts for filed papers, certified copies, older files, or a recent entry that has not appeared online.
- Request a police or arrest report from PSP or the actual arresting agency.
- Use PATCH or the subject-only Access and Review process when an official Pennsylvania repository response is needed.
These channels overlap, but they are not substitutes. A court docket tracks one case. A police report describes an incident. PATCH reflects information reported to the state repository. Read them together when accuracy matters.
Forest County Criminal Records at Elm Street
Forest County concentrates several record offices at 526 Elm Street in Tionesta. The shared address can simplify an in-person search, yet each office has its own mailbox and role. The Clerk of Courts uses #2 on the first floor and handles Common Pleas criminal files, dispositions, and copy questions. The Sheriff's Office uses Box 9 and holds sheriff-created records. Adult and Juvenile Probation uses Box 8 on the second floor. Mail should name the correct office and box.
The official Forest County homepage shows the courthouse identity and department directory. Its layout also makes clear why a single trip can reach several county offices without turning those offices into one records pool.
The courthouse image is a useful geographic cue. PSP incident reports, state repository data, and PA DOC files still remain outside the county building.

Official Pennsylvania Background Checks
The Pennsylvania State Police Bureau of Records and Identification runs the Central Repository. Its public product is Pennsylvania Access To Criminal History, or PATCH. An unregistered user may submit up to ten name-based checks in one session. The standard online check costs $22, while an optional notarized response adds $5. Volunteer checks are free but cannot be notarized. PATCH examines Pennsylvania law-enforcement criminal-history data, not federal records.
A subject who wants the complete Pennsylvania record, including non-convictions, uses SP 4-170 Access and Review by mail for $20. That self-review route is also the best starting point for challenging repository data. Program-authorized FBI checks use IdentoGO by IDEMIA. The user needs the service code from the authorizing agency, must pre-enroll, and should check the live location finder because Forest County has no permanently advertised enrollment site.
| Official product | Access | Published cost |
|---|---|---|
| PATCH standard check | Online or SP 4-164 by mail | $22 |
| PATCH notarization | Optional with eligible standard response | $5 extra |
| Volunteer check | PATCH, not notarized | Free |
| Access and Review | Subject-only SP 4-170 by mail | $20 |
PATCH or Forest County Court Records
PATCH and the Clerk of Courts answer different questions. PATCH returns a state repository response tied to identity data and reported arrest-disposition cycles. The clerk preserves the filings and event history for a Forest County Common Pleas prosecution. The UJS docket is the free public index into that court record. It can show amended charges, pleas, motions, bail, sentencing, and financial entries that a short repository response does not reproduce.
The official PATCH landing page presents the repository route.
A “No Record” certificate means PATCH found no releasable match under that transaction. It does not prove that no arrest, court filing, limited-access case, federal case, or out-of-state case exists. A “Request Under Review” is also not proof of a record. PSP manual review may take two to four weeks.
| Need | Best first channel | Important limit |
|---|---|---|
| One Forest County prosecution | UJS and Clerk of Courts | Public docket may lag and omits restricted cases |
| Pennsylvania name response | PATCH | Not federal and not every filed court paper |
| Your complete state record | PSP Access and Review | Subject-only, mail process |
Note: UJS warns that a docket sheet is not a criminal-history check, even when it displays a full case timeline.
Types of Criminal Records
One event can create records in several systems. PSP is the primary police agency for most Forest County incidents, but sheriff, DCNR, Game Commission, Fish and Boat Commission, and federal officers may create their own enforcement files. The court records the prosecution. A receiving facility creates booking data. PSP later connects fingerprinted arrest data with reported dispositions.
- Incident report: the creating agency's account of the response and investigation.
- Arrest or booking record: custody, alleged-charge, identification, bond, and intake data.
- Criminal docket: the complaint, court events, filed charges, outcome, and sentence.
- PATCH response: Pennsylvania Central Repository data released under state law.
- Corrections or registry record: a distinct custody, parole, or SORNA status record.
Warrant information is split again. Forest County has no public active-warrant search, and Pennsylvania's CLEAN wanted-person network is restricted to criminal-justice users. A public docket may show a bench-warrant event, but it is not complete or real time. A person checking their own possible warrant should contact the named court or the Sheriff's Office and ask how to proceed.
Forest County Arrest Records Without a Roster
The county advertises no jail, booking feed, sheriff app, mugshot archive, or online roster. That absence changes the search order. Identify the arresting agency, ask where the person was taken, and then use the receiving facility's official channel. The Sheriff's Office can help route a question, but most ordinary police reports belong to PSP. For custody alerts, PA SAVIN can send phone, text, email, or app notices through participating county jails, state prisons, and state parole.
State-sentenced people and parolees appear in the PA DOC Inmate/Parolee Locator, which updates daily and excludes county custody.
The locator illustrates the custody boundary. It can show a state institution or supervision status, but it cannot replace a recent Forest County booking inquiry.
For a recent arrest, search the UJS Magisterial District criminal docket with a narrow date range. Follow any held or waived matter into Common Pleas by OTN. The complete access chain continues on the Forest County arrest history page.
What a Forest County Criminal Record Shows
A useful criminal record ties the right person to the right event and then separates accusation from outcome. Name and date of birth are only starting points. OTN, SID, FBI number, complaint number, docket number, arresting agency, and fingerprints offer stronger links. Charge rows must be read count by count because police allegations, the prosecutor's information, and final dispositions can differ.
| Name and identifiers | Legal name, aliases, date of birth, sex, race, OTN, SID, FBI number, or transaction data where public. |
|---|---|
| Arrest data | Agency, date, incident number, alleged charges, and custody details held or released by the proper custodian. |
| Charges and statutes | Offense name, Pennsylvania statute and subsection, grade, filing date, and count number. |
| Disposition | Dismissed, withdrawn, nolle prossed, guilty, not guilty, ARD, or another count-level result. |
| Sentence | Confinement, probation, costs, restitution, and concurrent or consecutive terms when imposed. |
| Custody or supervision | Public court entries, PA DOC status, or parole information, not confidential probation case notes. |
Pennsylvania uses grades such as F1, F2, F3, M1, M2, M3, and S. Those codes mark felony, misdemeanor, and summary levels. They do not describe the outcome. Always move across the row to the disposition and sentence.
Searching Forest County Criminal Court Fields
The UJS case search supports participant, docket, citation, police incident or complaint, organization, OTN, and SID searches depending on court level. Filtering to Forest County prevents a common name from mixing results across Pennsylvania. A date of birth may narrow results, but official help warns that using it can omit a case when the field was not entered consistently.
| Field | Use | Forest County tip |
|---|---|---|
| Court Type | Common Pleas or Magisterial District | Repeat the search at both levels |
| Participant Name | Last, first, and optional middle name | Try spelling variants, then compare identifiers |
| County | Geographic filter | Select Forest |
| Docket Type | Criminal, summary appeal, miscellaneous, traffic, or non-traffic | Choose only relevant types |
| OTN or complaint number | Tracks a known event | Preserve punctuation from the source paper |
The 37th Judicial District website reflects Forest County's shared administration with Warren County.
Shared district branding does not change the county filter. Select Forest County for the docket and contact the Forest filing office for local copies.
Public Access Laws
Different laws govern court files, repository data, and agency records. The Pennsylvania Right-to-Know Law applies to many county agency records, but judicial records generally follow the UJS Case Records Public Access Policy. Criminal investigative records can be withheld under RTKL Section 708(b)(16). Law-enforcement audio and video use Act 22 of 2017 instead of the ordinary RTKL appeal route.
Key Pennsylvania authorities:
18 Pa.C.S. § 9102 defines criminal-history record information and dissemination terms.
18 Pa.C.S. § 9121 governs general criminal-history dissemination.
18 Pa.C.S. § 9122 sets Pennsylvania expungement categories.
65 P.S. § 67.708(b)(16) protects criminal investigative records from ordinary RTKL disclosure.
Juvenile, sealed, expunged, pending-expungement, and Clean Slate limited-access cases do not appear on public docket sheets. Redaction may protect one field while leaving the rest of an otherwise public record available.
Requesting Forest County Criminal Records
A focused request identifies an existing record, date range, likely office, incident or case number, and preferred format. The Pennsylvania Right-to-Know Law does not force an office to answer questions or create a new list. An agency generally has five business days to respond. Section 902 allows a written extension of up to 30 calendar days for stated reasons. A denial or deemed denial generally may be appealed to the Office of Open Records within 15 business days.
The Pennsylvania Office of Open Records explains the law and its limits. Forest County's own policy and open-records page should be checked just before filing because officer assignments and submission details can change. Inspection is ordinarily free. Copying, certification, postage, specialized media, or conversion costs may apply under the current schedule.
Address the request to the custodian. A county request cannot produce a PSP report that Forest County never held. The same principle applies to DCNR, Game Commission, Fish and Boat Commission, and federal enforcement files.
Note: Ask for releasable portions and allow redaction instead of demanding an entire active investigative file.
Sealed, Expunged & Restricted
Expungement and Clean Slate limited access are different forms of relief. Expungement removes records under a court order and statutory authority. Limited access shields eligible records from ordinary public view while preserving access for criminal-justice and other authorized users. Pennsylvania has expanded automatic limited access for qualifying non-convictions and selected convictions, but eligibility depends on current law and the facts of each case.
A practical Forest County review starts with PSP Access and Review plus UJS docket sheets. Match each OTN and docket number. Then determine whether the matter fits expungement, Clean Slate, or a pardon route. Current public court forms are available from the Pennsylvania courts form library. File a qualifying court petition with the Forest County Clerk of Courts and ask about the current fee, copies, service, and local proposed-order practice. The county does not publish an expungement fee, so no fixed amount should be assumed.
The Pennsylvania Board of Pardons handles pardon applications.
A pardon is not the same as automatic deletion. If granted, later implementation and expungement steps can return to the court of conviction.
Forest County Probation Records and Treatment
Adult and Juvenile Probation belongs to the 37th Judicial District. The office is open on weekdays at the Forest County Criminal Justice Building and also offers Monday service from 5:00 to 7:00 p.m. at the Marienville District Magistrate Office, 108 South Forest Street. That evening option is a local accommodation, not a second criminal-record repository.
A Common Pleas docket may show that probation was imposed or that a violation petition, hearing, modification, or revocation occurred. Confidential supervision notes are not a public name-search product. State parole information may appear through the PA DOC locator. Regional Treatment Court materials and an application are linked by the county probation department, reflecting a Warren-Forest pathway for eligible matters.
- Probation
- Court-ordered community supervision recorded in the sentence and later public docket events.
- Parole
- Conditional release from confinement under Pennsylvania's corrections and parole structure.
- Technical violation
- An alleged failure to follow supervision conditions, distinct from a newly filed criminal charge.
- ARD
- Accelerated Rehabilitative Disposition, a pretrial program that may permit later expungement after successful completion.
Note: The docket records filed court action, while the probation office protects nonpublic supervision details.
Criminal Records by City in Forest County
Forest County has no incorporated cities. Tionesta is its sole borough and county seat, so the municipality page set properly contains one guide. The borough has no municipal police department, municipal court, booking log, or jail. PSP supplies primary police coverage, and Pennsylvania's Magisterial District Court and Forest County Court of Common Pleas handle the court record.
Tionesta Criminal History
475 residents in the 2020 Census. Start with PSP and the Forest County court channels.
Forest County Criminal Records in Context
Forest County had 6,973 residents in the 2020 Census and an estimated 6,614 residents on July 1, 2025. Small changes in raw incident or arrest counts can create sharp percentage swings. County figures also do not equal Tionesta figures, and neither should be treated as convictions. Any crime statistic needs a year, reporting agency, coverage note, and label stating whether the measure counts offenses, incidents, arrests, or clearances.
The Census QuickFacts profile supplies the population context.
Forest County's one-borough, eight-township structure helps explain why PSP and county courts carry work that city agencies handle elsewhere.
The county's public-land geography also broadens the list of possible arresting agencies. DCNR rangers, Game Commission officers, Fish and Boat officers, and federal officers may hold the first report. The arresting-agency field on a UJS docket can direct a request to the correct custodian.
Federal matters form a separate layer. Forest County lies in the Western District of Pennsylvania, and federal dockets use PACER.
PACER does not merge with UJS or PATCH. Federal custody likewise uses the Bureau of Prisons locator rather than the PA DOC or a county booking channel.
